The tag code got reverted to the old buggy version when we moved from
taglib.pl to LJ::Tags. This puts us back to the proper, fixed version of
counting tag securities.

People who can manage a post should obey the same screen-on-comment rules as
everybody else. This allows journal owners, community maintainers, etc to
comment screened too and should be more intuitive.
