restore strings removed from ext/dw-nonfree/views

I overlooked the fact that these strings were being called from a hook instead of the page source - the fact that there was no file named views/community/index.tt.text threw me off. Now it references the correct template, views/communities/index.tt.

change hash value to a list instead of just keeping the most recent item

This should only affect the new code for returning multiple expired bans of a given type, since only one ban can be active at a time for a given type/value pair.

I tested the sysban page but not the spamreports page.
