• remove unused text file htdocs/manage/siteopts.bml.text

Contains one string that I didn't see referenced anywhere.

• deadphrase strings removed in #3188 post-deploy

• deadphrase strings removed in #3184 post-deploy

• deadphrase strings removed in #3229 post-deploy

• deadphrase strings removed in #3225 post-deploy

• use .create.join_dreamwidth.content.noinvites string from prod
