/dev/formats: Add handler/template for listing formats info

The user-facing docs for formats will be in the faq, but we'll still need a sort
of escape hatch with full details for developers, API users, folks with odd
email posting scripts, or others who might have a reason to provide a raw format
ID instead of picking an active format from the drop-down. So let's generate
that page directly from the code so it's always up-to-date, and link to it from
a footnote in the faq page.

/dev/ seems like the correct parent path for this.

Update descriptions and feature lists for the current formats

The "features" thing is just another chunk of unstructured text, but it lets us
present JUST THE FACTS MA'AM in a consistent way so readers don't have to parse
it out of the description.

Replace tint and shade with mix

These functions were Compass-specific Ruby extensions to Sass. Compass is
deprecated abandonware, and using any of its gunk blocks any modernization of
the build toolchain.

[#2735] Include "admin post" labels in new comment preview

I missed this the first time around! Admin post labels can appear on both the
WIP comment, and on the reply target.

I also missed the "in (journal)" label the first time around, so let's get that
in there too. Based on the siteviews S2 layout, that appears on both comments
and entries when they're posted somewhere other than the poster's own journal.
(Well, with comments that only appears when they're the target of a ReplyPage.
Entries get it on EntryPages as well.)
