Resolve mysterious tidyall Travis failures (hopefully!) (#2478)

* Run perltidy 20190601 on everything, to match what Travis expects

* Specify a minimum perltidy version of 20190601

Perltidy's vertical alignment behavior recently changed DRASTICALLY, so anyone
tidying their code needs to be running a version that resembles what Travis CI
is going to be judging them with.
