[#1864] remove text messaging feature

This removes the following:

- /tools/textmessage BML page and text

- LJ::TextMessage module

- DW::Setting::TxtMsgSetup module

- textmessaging account cap

- txtmsg database table

- txtmsg_status column from user table

- user methods can_be_text_messaged_by & can_use_textmessaging

Fixes #1864.
