Disable logged-out support requests by default
Although important for production sites, allowing logged-out support
requests on development servers can lead to a lot of spam. This change
allows logged-out support requests to be disabled, and disables them in
the default configuration.
Fixes #1630.

Indicate entry security in notification e-mails

[#1692] fix user method error when not logged in
Make sure $u is defined when doing permission checks for
displaying notification settings for other users. Otherwise
the page doesn't display for logged-out viewers.

Remove duplicate "about" from Support views
Explanations about what happens to HTML entered in Support requests
does not need to have "about" repeated. This removes it from TT and

Display access filter name in journal page title
Fixes #1669.

support for using SSL connections on dev servers
Since dev servers don't have caching proxies that are setting

Add transfer subcommand to bonus_icons
Fixes #1546.
New syntax "bonus_icons xfer " transfers all of
user1's bonus icon slots to user2.
Clarifications + additional check
Simplifies maths; renames $target_u to $destination_u for easier
reading and greater clarity. Adds check to ensure that the email
address for both account is confirmed.

Refactor and simplify code for printing entry visibility when
submitting a new post or edit. Use global en.dat for translation
strings instead of repeating in various page contexts.
Also fix a couple of small issues in update.bml from recent

Disable logged-out support requests by default
Although important for production sites, allowing logged-out support
requests on development servers can lead to a lot of spam. This change
allows logged-out support requests to be disabled, and disables them in
the default configuration.
Fixes #1630.

Remove duplicate "about" from Support views

support for using SSL connections on dev servers

Refactor and simplify code for printing entry visibility when
submitting a new post or edit. Use global en.dat for translation
strings instead of repeating in various page contexts.

Add referenced FAQ to volunteer support notifs
Fixes #1715.
If a FAQ was referenced in a Support answer, the ticket update
notification e-mail will now include the FAQ title and link.
