[#312] Allow multiple stickies

* Allows multiple stickies to be set both in the post forms via a sticky
module, and in the Display tab under Manage Account

* Allows for different sticky allocations depending upon account type
and attempts to handle switching between account types elegantly

Much thanks to @annariel for her initial work on this.

[#1184] some CSS tweaks for Foundation console

- Change monospace rendering in normalize.css - uses "monospace, monospace"
for font-family which doesn't render correctly in Safari 6

- Add console_command and console_text CSS classes to command output

- Include page-specific CSS in views/admin/console/index:

* Add top margin equal to bottom margin on console_command table

* Add "overflow: visible" to console_text to eliminate scrolling

* Slightly reduce font size of console_text for aesthetic reasons

* Move strong font weight from tag to console_text style

[#1169] Adds a "Select" button to the tag/icon browser

* "x" now cancels instead of saves (as it should)

* makes the search bar for both the tag and icon browser a consistent
width (roughly half that of the dialog) instead of one going across
the full width of the page and the other not

* also fixes the search label in the tag browser sometimes breaking into
two lines

* Bonus: fix comment
