Adds new console command, 'note', and modifies suspend console command to check for notes before running the suspension. Will allow antispam team to note accounts that are frequently reported for spam but are actually legit usage, to prevent having to keep lists or constantly tell new antispam team members 'no, we checked that, it's legit'.
