(Bug 4923) Remove obsolete JS. Remove jQuery beta checks

Not all non-jquery JS files have been removed; some of them are still
being on site-skinned pages elsewhere. Still, this is a start.

(Bug 5028) Allow a beta feature to be switched on sitewide

Basically take it out of beta with a config change, not a code change.
