Make allowed string length consistent. Rename constant because the max
length applies to all site-wide keywords, not just interests.

[dw-free] Official styles should support placing icon right or left on entries and comments

Two exceptions:

Nouveau Oleanders: hide the option to choose the icon position (it
alternates to the left and to the right)

Skittlish Dreams: make a new option so users can choose to either display on
the same side as the sidebar, or the opposite side (current default is to
show it on the same side as the sidebar, wherever the sidebar might be)

[dw-free] migrate LJ::set_userprop to $u->set_prop
