This adds the ability for workers to indicate that they want to get jobs in
priority order. It also sets PubSubHubbub jobs to priority 200 so they jump
the queue for syndicated pulls.

Fix issues triggered when xpost fails: replace call to get_proxy (which
errors); make a copy of the job args (that you don't delete from) so that
the job can run multiple times in case of failure.

Round 2 of PubSubHubbub (Fred) subscription support. This enables feeds to
refer to multiple URLs, this also makes us subscribe using the URL we got
the feed from as well as the self URL. Adds the framework to support ageing
out subscriptions and eventually killing them. Much more robust and
generally useful.
