This small patch slightly changes the way the translation chooses to show
items to the translators. In a nutshell, we now only show strings that we
know are visible somewhere on the site, and we track this in the display
logic. When a string gets displayed, we mark it as 'visible' to
translators.

Development servers bypass this logic and will show all strings so we don't
get in the way of people working in development. Therefore, this change
should be mostly a no-op for developers and only affect production sites.
