Convert /latest to TT and spruce it up a little. (#2372)

* Convert /latest to TT and spruce it up a little.

* -Use TT builtins to escape HTML/URIs instead of passing LJ subs
-Use render_cached_template instead of render_template
-Update render_cached_template to properly render section data
-Move variable generation for DW::Controller::LatestFeed to a seperate sub for caching
-Whitespace cleanup (responsible for the large diff, sigh)
