Add different formatting for unavailable commands

Apply different formatting in the Admin Console for enabled and disabled
commands, to help differentiate the two.

This fixes #1398

Mark unavailable commands as such in text

Relying on CSS formatting to distinguish between enabled and disabled
commands in the Admin Console will pose an accessibility issue to folk
who can't distinguish between the two for whatever reason. As such,
also explicitly flag up the difference in the heading.
