(Bug 4017) Don't adjust for minsec when editing

We only want minsec checking when posting an entry, but you should be
able to adjust to more public when editing.

This adds a "formData.edit" variable which can be checked for whether
you're updating or editing in the future.

(Bug 4017) Don't use the raw property for tags

* don't use the raw taglist property when converting backend-to-form
* form-to-backend still uses the raw taglist, because the protocol takes
care of that
