consistently sort the encoding selection list on /export

Probably no one ever really noticed because UTF-8 is the default choice.

UI for requesting CSV header row (was already in backend)

We could include JS here to hide the checkbox if the user selects XML, but is it really worth the effort?

This can still be referred to elsewhere as export_comments.bml and it should redirect automatically. Leaving those .bml references intact for compatibility with LiveJournal.
