(Bug 4577) Only show deleted communities on extended profile

Do the same check for communities as is already done
with users - deleted & purged accounts only show up
when the extended profile is viewed. This change makes
communities and personal accounts behave the same way in
that regard.

This takes out the check for personal accounts from
the function that is used to determine whether the link
should show up on the profile page. It also makes the community
section of the profile use this check to detemerine
whether this account should be shown.
